Fiscal Restraint means making responsible financial decisions to make life more affordable, focussing on the "need-to-do" projects, not the "nice-to-do" projects, like building a new $54,000,000 civic centre or making Lake Drive one-way at a cost of $700,000 so far. Over the past three terms of Council, Georgina's long-term debt has risen from $12 million in 2013 to an anticipated $127.5 million by the end of 2027 partly due to some "nice-to-do" projects. Dale stands by her record of not supporting such projects.
Fiscal Restraint also means controlling expenses. As town employee salaries are the largest single expense, control has to start there. Since 2013, the number of full-time employees has risen by 55%, while the population of Georgina has increased by only 10%. Most Georgina employees are part of a collective agreement, so annual raises are pre-determined. Therefore, to control expenses, there needs to be a hiring freeze.
Dale will:
- Support budgets that limit municipal tax increases;
- Direct spending to Taxpayer priorities;
- Institute a moratorium on hiring new full-time employees;
- Limit spending on studies and consultants;
- Freeze the "nice-to-do" projects until economic conditions improve.
